Fowler is a logical man—why do something himself, when he can hire others to do it for him? He hires mercenaries, assassins, whores, he buys off dignitaries to look the other way, and gives money to nobles at court, and he pays good money to have influence in society. He proves the worth of his smuggled in weapons by showing off their fire power—inviting condemned criminals to take their best shot at him, and then shooting them in the head. Officials who won’t do what he says also get executed, rather than imprisoned or tortured; and unlike his Japanese associate, he says he takes no pleasure in torturing people, since there’s no point. When Mizu has her blade to his throat, he tells her she will never find two of the other white men she seeks without him, thus she should spare his life and he will take her to them. When all is said and done, after he can’t kill her, he negotiates with her! He has had a grand plan for his invasion for almost twenty years, and is steadily working toward it. Buying up influence, property, guns, turning people to their cause, and waiting for the arrival of everything he needs to stage a successful takeover. He uses Se only for sexual pleasure and aggression, easily being over-indulgent, overweight from excessive eating, and needing a new deviant sexual pleasure in every town he passes through. His Fi is bad. Fowler doesn’t care about the pain he causes in his grand drive for power, he just uses and abandons or kills anyone who gets in his way. If they scoff at a Scottish delicacy, who cares? He just laughs about it and eats their portion.

Fowler believes in taking things by force—women, guns, even entire continents. As a child, he kept starving people away from his sister’s dead body for several days, then cut out her liver and sustained himself on it, before he buried her. He is brutal, because he expects the entire world to be against him and has to meet it with force. But he also respects Mizu, because of her 8 wing determination and perseverance; he throws everything at her, from assassins to broken bones, and she still keeps coming for him. Respect! But she still is going to die if he has anything to say about it. He is an enormous hedonist, going to pleasure palaces every stop along the way and finding his super-fortified castle “boring” (when he leaves, he never wants to see it again). Fowler has no illusions about his motivations being selfish; he simply has contempt for the Japanese and thinks he will rule Japan better, by filling it full of Colonialist ideas.
