Jill is the most outgoing and quick-thinking member of Charlie’s team of undercover investigators; she is often the instigator to get things done, breaking into buildings, kicking someone in the face, throwing things off the back of a speeding vehicle, or coming up with a story on the fly to get them out of trouble. She confidently walks into completely unknown situations and feels comfortable there, since she can instantly react to whatever is going to happen, from saving a friend from being assaulted while undercover to taking part in a swimming competition, a beauty contest, or acting as an undercover showgirl/auto mechanic/gambler/etc. Kelly says of her at one point that sometimes Jill “worries her” because she’s so quick to react to things. Jill is always impatient to get going and loves the hands-on part of the job, but hasn’t really given much thought to her career after the Agency, and we find out in season two that she quit to become a race car driver and be on the circuit—a much more “fun” profession. She is warm and engaging, often approaching other women she is working with and making friends, but is also really concerned about their welfare, their feelings, etc. Jill also doesn’t like to compromise her morals on certain cases, and turns Charlie down a few times when he asks her to do things she’s not comfortable with. She will talk about the case, but rarely her feelings, her personal life, or her concerns. Jill decides how to act while on a case based on her feelings, and just wants to close the matter—she will point out facts, or act on an immediate opportunity to resolve something, stop a bad guy, etc, but she doesn’t seem all that interested in the deeper meaning of things; she just wants to close her case and move on to the next exciting adventure.

Jill is outgoing, good-natured, and fun to be around; she’s also rather fearless in asserting herself, charming people, and being optimistic about their chances. She confidently puts herself in danger, but also loves the more ‘exciting’ parts of their cases—undercover work, breaking into places at night, scraping by on the skin of her teeth. Jill is playful and has an active social life, as one of the most extroverted of the Angels. But she also shows 6 wing attachment. She prefers to work in the safety of a group, she likes to scope things out when she can, she is hesitant about getting in too deep, and shocked when Sabrina back-talks to a prison warden since it could get her into trouble and/or beat up. There’s taking risks, and there’s being stupid, and Jill doesn’t want to do the latter.
