Snow is a visionary who revitalizes the games simply by being a Tribute; they were on the decline and nobody was watching them until he came along and gave them a bunch of new ideas about how to make the games more viable, financially impactful, etc., by allowing people to meet, support, and send gifts to those Reaped and forced to participate. He strategizes how to make Lucy victorious, even if it means cheating and giving her assistance in the arena (he personally kills someone, gives her poison, uses water to drive a rabid tribute away from her, and then ensures the snakes like her). Snow is logical in how he thinks, which is why he appeals to the Gamemaker so much; she can see his potential, his long-term thinking, and how logically detached he is, and foresees that he will make a good President one day. Snow comes up with useful ideas for the games, and how to implement them, in a paper he turns in on time. He tells Lucy the most rational thing to do is to hide and wait until she’s the last Tribute standing. He has fewer qualms about killing people than she does (aided by him being a psychopath). At times, we see flickers of his true emotions, but he battles with and tries to repress them a great deal. His inferior Se likes to stay behind the scenes, but he does take great personal risks at times, in cheating in the games, going into the arena, leaping on the train to be with Lucy, and later, betraying his friends and trying to kill her.

Snow is ambitious and driven from the first; he leads other Tributes to assume he has money for appearances’ sake even though he hasn’t eaten in days. He puts on a pretense of wealth and privilege, but is determined to earn a scholarship that will allow him to get the education he craves so that he can better himself and his family. He wants Lucy to win because that will get him the scholarship (he thinks), but also is upset that his emotions get involved with her; it makes him feel weak to care about her as much as he does, yet he’s extremely proactive and even cunning in how he helps her. Sneaking her poison, ensuring the snakes know her scent so they won’t kill her in the arena, etc. But ultimately, even his love for her can’t stop him from wanting more, power. Ultimately, Snow betrays everyone he cares about to get ahead, to prove himself, and to aim toward the presidency, because he knows he isn’t meant for a subpar life on the run in the woods, eating Katniss plants, even if it means he’s with the girl he loves.
